A Holistic View of Engineering Education

The history of inculcating formal technical/engineering education started in the 19th century although it got momentum in 20th century with the onset of Constitution of Technical Education Committee of Central Advisory Board of Education (CABE). After India achieved Independence in the year 1947, the head-start of technical education emerged as a major concern for the Indian Government in order to face upcoming challenges and bring the country ahead. In India, input based education was followed for decades and now into Out Come based Education.

An input, or traditional education, is all about what resources the student has placed at their disposal and that outcome based education is geared more toward looking at a student’s performance as the factor in deciding the gradation.

Outcome-based education (OBE) is an educational theory that bases each part of an educational system around goals (Program Outcomes). By the end of the educational experience each student should have achieved the goal. There is no specified style of teaching or assessment in OBE; instead classes, opportunities, and assessments should all help students achieve the specified outcomes. Outcome-based methods have been adopted in education systems around the world, at multiple levels. Australia and South Africa adopted OBE policies in the early 1990s but have since been phased out. The United States has had an OBE program in place since 1994 that has been adapted over the years. In 2005 Hong Kong adopted an outcome-based approach for its universities. Malaysia implemented OBE in all of their public schools systems in 2008. The European Union has proposed an education shift to focus on outcomes, across the EU. In an international effort to accept OBE, the Washington Accord was created in 1989; it is an agreement to accept undergraduate engineering degrees that were obtained using OBE methods. As of 2014 the signatories Australia, Canada, Taiwan, Hong Kong, India, Ireland, Japan, Korea, Malaysia, New Zealand, Russia, Singapore, South Africa, Sri Lanka, Turkey, the United Kingdom and the United States.

The agreement/accord recognizes that there is substantial equivalence of programs accredited by those signatories. Graduates of accredited programs in any of the signatory countries are recognized by the other signatory countries as having met the academic requirements for entry to the practice of engineering. Recognition of accredited programs is not retroactive but takes effect only from the date of admission of the country to signatory status. BMSIT & M is practicing OBE and ready to get accreditation by NBA, New Delhi. The National Board of Accreditation (NBA), India was initially established by AICTE (All India Council of Technical Education) under section 10(u) of AICTE act, in the year 1994, for periodic evaluations of technical institutions & programmes basis according to specified norms and standards as recommended by AICTE council.

NBA in its present form came into existence as an autonomous body with effect from 7th January 2010, with the objective of Assurance of Quality and Relevance of Education, especially of the programmes in professional and technical disciplines, i.e., Engineering and Technology, Management, Architecture, Pharmacy and Hospitality, through the mechanism of accreditation of programs offered by technical institutions and BMSIT & M is one of the leading engineering colleges in bangalore under vtu.

NBA has introduced a new process, parameters and criteria for accreditation. These are in line with the best international practices and oriented to assess the outcomes of the programme.
